APAM Celebrates 43 Years of Award Winning Teams
 
On December 12th, the association hosted its annual Holiday Banquet and the presentation of the APAM/MDOT Asphalt Paving Awards, at the Kellogg Center on the campus of Michigan State University. It was a great night as we celebrated the Asphalt Paving Awards Program.

Over 260 people attended and enjoyed the festivities including representatives from MDOT, APAM members, local agencies, county road commissions, consultants and special guests. The evening was filled with cold beverages and great conversation as industry partners celebrated the upcoming Holiday Season and the honored award winning teams.

There were also surprise "Special Recognitions" for APAM's Executive Director, John Becsey who will retire at the end of the year after 28 years of service to the Association.

The evening's program began with John Becsey welcoming the attendees and special guests, followed by remarks by APAM President, Aaron White. President White presented Mr. Becsey with a plaque from the association for his "28 years of leadership and commitment to quality and dedicated service to the Asphalt Pavement Association of Michigan".

MDOT's Tony Kratofil, Chief Operations Officer offered opening remarks on the successes of MDOT's partnership with the industry and the importance of the APAM/MDOT Paving Awards and offered kind remarks of the many accomplishments and strong partnership that APAM, under the direction of John Becsey, brought to the industry. 
 
Chuck Mills presented a Special Tribute to John from the Michigan Legislature and Governor.

Jay Hansen from the National Asphalt Pavement Association and Wayne Jones, Asphalt Institute presented John with awards of accomplishments and special mementos. Also, in attendance was Dan Staebell with the Asphalt Pavement Alliance.  

Chuck Mills, APAM Director of Engineering, announced the 7 APAM Scholarship winners and presented 5 that were in attendance with checks.  Click for List.
 
To complete the festivities, Chuck Mills, announced the winners of the 2019 APAM/MDOT Asphalt Paving Awards as the plaques were presented by MDOT's Tony Kratofil and APAM President Aaron White.

This year 72 projects were evaluated in 10 different award categories. The judging committee visited each of the nominated projects, traveling 5,400 miles in 14 days. Each project was rated in the following areas: Appearance, ride, texture, uniformity, longitudinal and transverse joints, edges, utility cover adjustments and degree of difficulty.

Congratulations to all the award-winning teams who worked on the 20 projects that received the 2019 Asphalt Paving Awards.

1. Work Zone Safety and Mobility Manual Updates
Issue Statement - Revisions to the Work Zone Safety and Mobility Manual (WZSMM).
Several revisions have been made including the following:

4.03.03 Road Users - The following paragraph was added to this section:
"The riding surface is important for the safety of motorcycle riders. Whenever possible, construction operations should be avoided that place motorcycles on grooved pavement, pavement lane edge drops from milled surfaces, rumble strips and unpaved surfaces. If these conditions cannot be avoided, the temporary traffic control plan should include adequate warning signs for these conditions to alert the motorcycle riders."

6.01.23 Rolling Road Blocks (section added per request from Dave Morena, FHWA) A rolling roadblock is a technique used to temporarily slow or stop vehicles in order to provide a gap in traffic in advance of construction activities. Temporarily removing or slowing traffic enables the completion of short-term work where a long-term closure using standard TTC devices is not needed.

Recently, MDOT has issued updated Frequently Used Special Provisions and use statements. Click here to view a list of documents released in November and December.
 
MASH Compliance Document Added:

The Manual for Assessing Safety Hardware (MASH) Compliance Guidance for Temporary Traffic Control Devices in Work Zones document has been added to the Construction Field Services section of MDOT Publications and MDOT Work Zones websites.  Click here to view document.

NAPA Guidance on Using Silica Exposure Assessment Information

Recently, NAPA released guidance on Understanding the Use of Exposure Assessment Information Under the OSHA Silica Standard. Over the past year, NAPA has collected representative asphalt mix plant exposure assessment information from member companies. The report compiles this preliminary data to help facilities understand where potential silica exposures at an asphalt mix facility may occur. NAPA welcomes additional exposure assessment data and intends to update the report to document some of the successful controls used to reduce exposure. 

LEED 2009 Guidance Document for Asphalt Pavements 

NAPA has released new guidance on how asphalt pavements can contribute to credits under the LEED 2009 green construction standard for Building Design and Construction: New Construction and Major Renovation. Although LEED 2009 will sunset in less than two years, there are still more than 6,600 registered projects in the U.S. that have not yet achieved certification. Since pavements tend to be installed at the end of building projects, a surge in customer requests for LEED documentation is expected over the next 18 months. Asphalt mix producers and paving contractors can find active LEED projects in their area by searching the project database on the U.S. Green Building Council website.

Mix Design Strategies for Improving Asphalt Mixture PerformanceDate: Friday, January 10, 2:00-3:30 p.m. EST

Over the past decade, most state highway agencies have made adjustments to the Superpave mix design procedure with the goal of improved pavement performance. Based on a survey of state asphalt pavement associations, research, and historical data, a NAPA PEC-sponsored study conducted by NCAT has identified adjustments that can potentially provide the greatest improvement in pavement performance. This session will discuss these adjustments and their impacts on cost and use of recycled materials.

The Asphalt Institute Mix Design Technology Certification (MDT) course provides advanced technicians, designers, and engineers responsible for mix designs with a thorough understanding of the properties of the materials which compose asphalt mixtures, as well as the physical and mathematical processes involved in producing a successful asphalt mixture design.

Optimizing Volumetrics using the Bailey Method

The "Optimizing Voumetrics using the Bailey Method" course provides advanced technicians, designers, and engineers with a valuable method for understanding how the aggregate structure of an asphalt mixture affects volumetrics, field compactibility, and segregation potential. The course is taught by Bill Pine, Quality Control Director of Asphalt Technology at Heritage Construction & Materials, Inc.

This 4-day course is $1,795 per student and includes lunches, refreshments. A laptop computer is necessary for this course.
