Asphalt Plant a hit with the kids at the Construction Science Expo

Chuck Mills, APAM's Director of Engineering, represented the association at the 2015 Construction Science Expo. This marked the Fifth year of the annual event, which was held on May 19th at the Michigan Science Center in Detroit. Approximately 800 Detroit Public school students attended the expo and learned about careers in the construction and engineering fields. Chuck manned a booth for APAM in front of the science center's scaled model of an asphalt plant. The students learned about what asphalt pavements are and how they are made, as well as job opportunities in the asphalt industry. The kids really enjoyed walking through the asphalt plant. APAM also provided sponsorships along with APAM member, Cadillac Asphalt, LLC.

MDOT Modifies 12SP-902E-03 Superpave Final Aggregate Blend Requirements

As part of APAM's quality improvement initiative with MDOT, adjustments have been made to the Superpave final aggregate blend requirements. In January, the special provision was changed to make top and leveling courses "fine-graded"; the upper limit of the percent passing the no. 8 sieve was raised along with the lower limit. Upon further review, there is a concern that top and leveling mixes could become too fine-graded and increase the risk of rutting and flushing, so the upper limits are being moved back down to the original values.

Here is an overview of the changes:

1. Lowered the upper limits of the percent passing the no. 8 sieve (Table 902-5)
a. For 5 mixes, the upper limit for the no. 8 sieve has been moved down
    from 75 to 67%.

b. For 4 mixes, the upper limit for the no. 8 sieve has been moved down
    from 69 to 58%.

c. For 3 mixes, used as leveling, the upper limit for the no. 8 sieve
has been moved down from 60 to 49%.

d. For 2 & 3 mixes, used as base, no change

This special provision has been posted on the MDOT website, and will be effective with the July 10th, 2015 letting.

Click here to view the special provision.

The following 2012 SPs have been added:

12SP-109B-01 Force Account Business Taxes - Use in all projects beginning in the July 10, 2015 letting.

12SP-150A-01 Jobsite Poster Deficiencies and Initial Mobilization Payment Force Account Business Taxes - Use in all projects with federal funding. Do not use in Local Agency projects unless requested by the Local Agency. Effective in the June 5, 2015 letting.

SPCC Guidance for Asphalt Tank Inspections Released

NAPA has released a supplement to the SPCC and Stormwater Management Guidance Manual (IS-137) designed to aid in developing inspection routines for aboveground storage tanks that contain asphalt cement. The new publication was developed by the NAPA Environmental Committee and provides realistic guidance on the frequency and procedures recommended for petroleum asphalt storage tank inspection at asphalt pavement production facilities.

NAPA recommends each facility review and incorporate the recommendations into its SPCC plans, as appropriate.

Inspecting Asphalt Tanks for SPCC Compliance
Wednesday, June 17, 2:30 - 3:30 p.m. EDT

Industry Expert Speaker: Bernie Bigham, Chesapeake Environmental Group

As part of the Environmental Protection Agency's (EPA) Spill Protection, Control and Countermeasure (SPCC) regulation, all tanks containing petroleum liquid are required to be inspected.

Key Takeaways:
* Understand what is needed to develop and maintain a facility's SPCC plan
* Identify when and how to inspect asphalt storage tanks
* Learn why each facility must conduct a baseline inspection of storage tanks by the     federal deadline of November 2016
* Recognize what documentation is required to comply with the SPCC regulation

Who should attend:
Plant, Environmental and Operations Managers; Producers

FHWA Offers Porous Asphalt Guidelines

The FHWA Office of Asset Management, Pavements, and Construction recently released a TechBrief outlining the benefits, limitations, and applications of porous asphalt pavements with stone reservoirs. The document was produced by NAPA under its cooperative agreement with FHWA. "TechBrief: Porous Asphalt Pavements with Stone Reservoirs" provides a short, state-of-the-practice overview of the benefits and limitations of porous asphalt pavements with stone reservoirs for both roadways and parking lots. It includes basic design guidance, including recommended ranges for structural layer coefficients, mix characteristics, QC/QA testing guidance, and construction and maintenance advice.

Talk Technical: Defining Albedo

It is common knowledge that darker colors tend to absorb light and lighter colors reflect light. When the light comes from the sun, heat and energy are absorbed by the darker colors.

While this is an easily understood phenomenon, the effects can be complicated.

Solar radiation reaches the Earth, providing the light and heat necessary for life; the unabsorbed solar energy reflected back to the atmosphere by light-colored surfaces is called albedo.

Surfaces that appear translucent or white, such as ice and snow, have the highest levels of albedo, thereby reflecting the greatest amount of solar energy. This fact explains why we can easily get sunburnt while skiing. Conversely, bare, wet soil has one of the lowest albedos, thus absorbing the solar energy.

Albedo is a ratio expressed on a scale from 0 to 1, where 0 represents total absorption and 1 represents complete reflectance of the solar energy. The albedo of surface can change over time due to weathering, precipitation, and other factors that affect surface hue.

In the built environment, the albedo of pavements and roofs has been identified as a possible factor in making an urban area warmer than its surrounding rural areas, a phenomenon referred to as the urban heat island effect (UHI).

However, it is important to consider what happens to the reflected solar energy. Just as the albedo of snow means a skier is wise to put on sunscreen, reflective surfaces redirect energy in unaccounted ways. In urban areas, for example, heat and light reflected from a pavement can lead to warmer building façades, which causes warmer building interiors, increased demand for air conditioning, and ultimately greater energy demand.
