60th Annual Asphalt Paving Conference

On March 29-30, 2016 APAM celebrated its 60th Annual Asphalt Paving Conference at the Radisson Plaza Hotel & Suites in Kalamazoo, Michigan. The 295 registered guests included city, county, contractors, suppliers, consultants and MDOT personnel.
 


Day 1 began with Educational Sessions on Achieving Density with Todd Mansell, Caterpillar Paving Products, Perpetual Pavement Design with David Newcomb, Texas A&M Transportation Institute, Best Practices for RAP Management with Randy West, NCAT and ended the sessions with National Asphalt Research and Technology Initiatives with Kent Hansen, NAPA. 

We ended the day with the evening reception where our vendors and attendees shared good food, beverages and some great conversations and door prizes!
 
Day 2 opened with breakfast conversations and the General Session by Director Kirk Steudle with the MDOT Perspective

The keynote speaker this year was Steve Gilliland. Steve presented "Enjoy The Ride" A blueprint for getting the most out of life! He lifted people up and inspired them to evolve and appreciate, rather than simply maintain and exist in their life.

An educational session on the Michigan HMA Peer Review followed the opening session.  Speakers included: APAM and MDOT Representatives and the Peer Review Team Members: Audrey Copeland, NAPA, David Newcomb, Texas A&M Transportation Institute and Randy West, NCAT.
 
In 2015 MDOT, in partnership with APAM, launched a new quality initiative to ensure that Michigan's asphalt procedures and pavements are of the highest quality in the nation. Four national experts were engaged to conduct a Peer Review of MDOT specifications, production practices and field procedures and benchmark them against regional and national best practices. This session reviewed the process and reported on the findings.
 
We ended the day with lunch and the MDOT Update with Charlie Stein speaking on MDOT's innovative contracting program. Kevin Kennedy spoke on HMA updates including local agency, paving operations, certification, special provisions and other miscellaneous information and their impact on the asphalt industry.

APAM 2016 Local Road Workshop 
  
During February and March APAM hosted 8 workshops in the following locations across the state:   Marquette, Gaylord, Dearborn, Kalamazoo, Bay City, Lansing, Grand Rapids and Novi.
 
The topics discussed this year were;
Porous Asphalt, Perpetual Pavement, PaveXpress Update, Selecting the Right Mix for your Projects and Pavement Maintenance. Regional focus areas were discussed in each location. Thanks to all of the 165 people who attended.

MDOT WINS 2015 PERPETUAL PAVEMENT AWARD

MDOT Honored for Success of Long-Life Asphalt Section of M-20
The Asphalt Pavement Alliance (APA) recently announced that the Michigan Department of Transportation (MDOT) has won a 2015 Perpetual Pavement Award for a 9-mile section of M-20. This is Michigan's third Perpetual Pavement Award.
To qualify for this prestigious award, a pavement must be at least 35 years old and never had a structural failure. The average interval between resurfacing of each winning pavement must be no less than 13 years. The pavement must demonstrate the characteristics expected from long-life, Perpetual Pavement design: excellence in design, quality in construction and value to taxpayers.

The award-winning section of M-20 extends from the Isabella/Mecosta County Line to Winn Road. MDOT built the two-lane road, opened to traffic in 1975, with 18 inches of sand sub-base, 11 inches of aggregate base, and 2.75 inches of asphalt surface course. Over the last 40 years, the main roadway has received only preventive maintenance treatments including a 3/4 inch HMA ultra-thin overlay. Also, two small sections were resurfaced in conjunction with the construction of passing / truck and turning lanes.

MDOT was among eight state departments of transportation to win the 2015 Perpetual Pavement Award. The Department will be presented with an engraved crystal obelisk at the APAM Paving Awards banquet on December 8th. The names of the winning agency and the winning projects are also added to a plaque on permanent display at the NCAT Research Center at Auburn University.

Updated MDOT Materials Source Guide Published

The new version of the Materials Source Guide (MSG) has been posted on the Construction Field Services. 

No changes have occurred within the materials acceptance requirements table at this time.  Revisions to the table can only occur with a corresponding Materials Quality Assurance Procedures Manual update.  The purpose of this revision was to publish revised listings of Approved Manufacturers, Approved Suppliers, QPL's, and Tested Stock sources.

MDOT Issues SOA on Temporary Pavement Marking Revisions

In an effort to reduce crashes in work zones during rain and/or night conditions and to provide the motoring public the ability to visually see temporary pavement markings better in work zones, MDOT has made it a requirement to place temporary wet reflective Type NR, paint and temporary wet reflective Type R, tape in all work zones effective in the March 4, 2016 letting.

CWMF CORP. RECEIVES CENTRAL MINN. BUSINESS RECOGNITION
 
CWMF Corporation, formerly known as Custom
Welding and Metal Fabrication, has been selected as the 2016 St. Cloud Area Business Central Mark of Excellence: Family Owned Business of the Year.  The company is owned by second generation family members, siblings Carmie, Travis and Brian Mick.
 
Founded in 1968 by Loren Mick, the company originally focused on truck repair and contract hauling. In 1978 CWMF expanded the operation to offer custom fabrication services.  In 1988 Loren Mick began manufacturing asphalt plant equipment with the introduction of CWMF's first product, the "Dust-Eater" baghouse. Since then, they have expanded their product line to encompass the full spectrum of asphalt production equipment, as well as custom fabrication of all types of industrial equipment - with an emphasis on large-scale capabilities.

NAPA Releases Interim Guidance on OSHA's Silica Rule

Recently, OSHA released its final silica rule or permissible exposure limit (PEL). NAPA has reviewed the rule and developed interim guidance for their members and industry on how the rule impacts asphalt pavement mix production and asphalt pavement road construction activities.

 NAPA's interim guidance provides an overview of the rule and identifies how OSHA-approved equipment controls can be used to comply with some aspects of the rule. For asphalt pavement road construction activities where OSHA has not identified specific controls, the guidance provides additional information that will assist companies with their compliance efforts.

The Silica PEL is slated to be effective June 2017 for the construction industry (e.g., milling operations) and June 2018 for general industry (e.g., at an asphalt mix facility). OSHA's silica rule webpage includes fact sheets for construction and general industry, along with other materials to aid in complying with the new standard.

 

Under the Occupational Safety and Health Administration's (OSHA) three-year implementation of the Globally Harmonized System of Classification and Labeling of Chemicals (GHS) for its Hazard Communication (HazCom) Standard, the final phase-in requirement is on June 1. By that date, all workplace hazardous chemical labels must be compliant with GHS. Also, all chemicals employees work with at a facility must have GHS-compliant Safety Data Sheets (SDSs). Old Material Safety Data Sheets (MSDSs) are no longer applicable and should be replaced with a GHS-compliant counterpart; however, these older MSDSs must be retained as they are part of each employee's medical/exposure record.

Facilities may notice some raw material suppliers have not distributed GHS-compliant SDSs. This may be an oversight by raw material suppliers, and the facility should contact the supplier. However, the raw material supplier may have determined that an SDS is not required. Not all raw materials with an MSDS require an SDS. During a company's compliance review of this final phase-in requirement, it is also prudent to ensure compliance with all aspects of OSHA's HazCom Standard, including the possible need to provide GHS-compliant SDSs for asphalt pavement mixes.

NAPA has ample guidance available to assist companies in understanding and meeting these HazCom compliance obligations.
