APAM's 6th Annual Scholarship Fund Golf Outing
 
The 6th annual Scholarship Fund Golf Outing was a HUGE SUCCESS! Over 96 golfers participated in the outing at Bucks Run Golf Club in Mt. Pleasant, Michigan on Wednesday, August 15, 2012. It was a tremendous day and much fun was had among many industry friends and associates. Thanks to our many sponsors and participants we raised approximately $10,000.00! Not bad for spending a day on the golf course! The winning team, Rieth-Riley: Chad Loney, Josh Buchanan, Chad Waldo and Alan McQuestion shot a 59. Second place went to Ace Asphalt: Tom Blair, Justin Blair, Marc Beyer and Owen Beyer who shot a 60. Congratulations to both winning teams!
 
Also awarded were prizes for Longest Drive: Wendy Smith (golfed with Saginaw Asphalt) Closest to the Pin: on #14 was also won by Wendy Smith. Closest to Pin #4 was won by Alan McQuestion (golfed with the winning Rieth-Riley team). Closest to Pin #8: Todd Everson (City of Battle Creek), Closest to Pin ##17: Dave Powell (golfed with Ace Asphalt (2) team). Longest Putt: Greg Gillard (Eastern Oil Company). There were no Skins winners this time and the money collected from skins went to the Scholarship Fund. 50/50 winner was Dick Damore with Bit-Mat Products who took home $275.00. Kudos to all! Scholarship Fund Applications can be found on the apam website under the "Education & Training" tab on the home page left hand side. Deadline for submittal is October 1, 2012. Scholarships will be awarded at the Awards Banquet on December 13, 2012 at the Kellogg Center in East Lansing.

Asphalt Pavement: Your Best Value
 
New Software Available for Estimating Carbon Footprint of Pavements 
 
Michigan Technological University (MTU) recently released software, PE-2, quantifies one of the more common metrics of environmental impact: greenhouse gas (GHG) emissions, also known as carbon footprint. The software was developed by MTU as part of a Michigan Department of Transportation (MDOT) sponsored research project.
 
Transportation and environmental stakeholders are increasingly looking for ways to measure and compare the environmental impacts of materials and infrastructure, and MTU's software provides a way to document how innovative asphalt pavement technologies, such as RAP, RAS, and warm mix, can reduce a pavement's carbon footprint.
 
The PE-2 life cycle assessment (LCA) software can also be used to compare asphalt and concrete pavements. According to the software, the carbon footprint of an asphalt pavement is approximately ten times smaller than that of a concrete pavement. PE-2 can be accessed by clicking here.

2012 Asphalt Paving Awards
 
It is time to start thinking of those projects that you have completed or will complete by the project deadlines and nominate them for an award. The APAM/MDOT Nomination forms will be available on the APAM website soon! Be sure to save Thursday, December 13, 2012 and plan to attend the Awards Banquet at the Kellogg Hotel and Conference Center in East Lansing.
 
Deadlines for 2012 Project Submittal:
Superior Region: Monday, October 1st
North Region: Monday, October 8th

WMA Permissive Special Provision Revised
 
MDOT recently released an updated version of 12 SP501 (Z) Warm-Mix Asphalt (WMA) Permissive Use, dated 7/31/12. (Click here to view)
Changes from the prior version, dated 05-11-12, are as follows:
 
1. Eliminated the requirement to sample the foamed binder by removing the following language:
 
"Take the daily asphalt binder sample from a sampling spigot located in the pipeline supplying asphalt binder to the plant, in a position between the location in which the water or water foaming additive is added and the point where the asphalt binder enters the mixture."
 
2. Lowered the temperature at which loads would be rejected from 250 degrees to 225 degrees.
 
 
MDOT Notice to Bidders Clarifies the Use of Material Transfer Devices
Subsection 501.03 A.7 of the 2012 Standard Specifications (pg. 237) states "When a Material Transfer Device (MTD) is required,..." However, it is not clear under what circumstances the contractor is required to use an MTD. Therefore, a Notice to Bidders has been released which specifies the types of project where the use of an MTD is required.
 
 
This Notice to Bidders is a restatement of MDOT policy which was previously approved by EOC in 2009, and guided the use of the old (2003 spec book) MTD special provision. The intent of 12NB50 is to tie the use of MTD's to specific projects that are covered under the department's MTD policy.
 
 
  
Construction Advisory
 
  
This construction advisory, dated 7/31/12,  was published to notify MDOT field staff that any changes in application of the longitudinal joint density SP should be discussed with Construction Field Services and, due to the importance of joint performance, that "this special provision only be eliminated / modified in extenuation circumstances."

NAPA News 
 
Still time to complete the NAPA RAP / RAS/ WMA Survey
NAPA is conducting a survey of HMA producers in the US to determine the amount of RAP, RAS, and WMA used in 2011. 
This survey follows up on the one conducted last year by NAPA for the 2009 and 2010 construction season which helped document a 182 percent increase in WMA use from 2009 to 2010 and found that more than 99 percent of all RAP is recycled or reused.
 
Survey responses are being accepted until August 31

Recycling and WMA are important to the industry as we make the case that asphalt pavements are sustainable and environmentally friendly in both the public and private sectors.

Mandatory Toxic Air Contaminants Testing Eliminated
 
Members of the APAM Environmental Committee recently meet with MDEQ Air Quality Division (AQD) staff to review a number of items related to air quality permitting for asphalt plants.
A major agenda item was a review and discussion of a paper entitled "Eliminating the Mandatory Testing Requirement for Toxic Air Contaminants for Hot Mix Asphalt Plants in Michigan" (Prepared by Michigan Department of Environmental Quality, Air Quality Division, June 1, 2012).  
 
The following are some key points from the discussion:
  • Mandatory testing for 13 toxic air contaminants (TACs) will no longer be required after June 1, 2012.
  • Allowable limits for the TACs will still remain in the permit, but will not have a mandatory testing requirement listed.
  • Sources which were required to test before June 1, 2012 will still be required to test unless there are extenuating circumstances.       Source that are currently required to test after June 1, 2012, may submit a permit application to AQD requesting that the testing requirement be removed from their permit
  • Testing for certain TACs may be still required in certain situations, i.e. a TAC is close to the screening level or high levels of public concern.
