    MDOT Issues Instructional Memorandum

    MDOT has issued the following Bureau of Highway Instructional Memorandum, (Click on the links to view):

    2008- 02, Review of Contractor Claims

    This IM outlines the new claims procedure. The revised procedures no longer require a project level/TSC hearing. The intention is to provide maximum opportunity and flexibility outside the formal process for the TSC delivery engineer and manager to resolve claims.

    2008- 03, Materials Quality Assurance Procedures Manual Update

    MDOT has made revisions to the Materials Quality Assurance Procedures Manual. This was done to clarify protocol, reflect the current state of practice, and institute time frames for corrective action on unsatisfactory hot mix asphalt material's Independent Assurance Tests (IATs).

    2008- 04, 2008 Edition of the Hot Mix Asphalt (HMA) Production Manual

    This IM describes the changes made to the HMA Production Manual. The major change is the addition of a new section, section 4, that provides the minimum criteria for lab facility and tester qualification. The new superpave express mix design submittal procedure was added to section 1. Laboratory correlation procedures and procedures for job mix formula adjustments were also added. The laboratory correlation procedure explains how the paired t-test will be used for initial production lots. The procedures for JMF adjustments were developed by the HMA Technical subcommittee to promote standardization of JMF adjustments during HMA production. It stresses that the contractor may make changes to the process controls of the HMA plant without requesting an adjustment in order to target the current JMF.

    MDOT Issues Construction Advisories

    MDOT has issued the following Construction Advisories, (Click on the links to view):

    CA 2008-01, Cost Over Runs From Off Site Disposal of Soil

    This construction advisory serves to inform construction project engineers of the potential for cost over runs due to unanticipated soil disposal costs, along with options available to avoid or reduce those costs.

    CA 2008-02, Traffic Control During Special Marking Construction

    This construction advisory is to clarify an acceptable method of traffic control during special pavement marking removal and installation at an intersection. It addresses work performed for the annual pavement marking contracts only.

    CA 2008-03, 2007 Uniform Price Adjustment - Regular Dry Paint and Low Temperature Waterborne Paint

    This construction advisory is to notify field staff of a uniform price adjustment when regular dry paint or low temperature waterborne paint are substituted for waterborne paint due to seasonal limitations.

    Chuck Van Deusen Retires From NAPA Activities

    At the NAPA Annual Meeting & Convention in January, Chuck Van Deusen was recognized with a plaque and a statue for his years of service to the National Asphalt Pavement Association (NAPA). Over the years, he served on many task forces and committees and has attended every NAPA Annual Convention since 1983 when they started keeping track!

    Chuck helped organize and became Chairman of the Engineering Controls Task Force after it's formation in 1995. This highly successful government, industry, labor partnership, led by Chuck, has been the recipient of numerous citations and awards including the first ever National Occupational Research Agenda (NORA) award for partnering in the area of worker safety and health and as a finalist in the prestigious Ford Foundation Innovation in Government Award.

    In addition, Chuck served on the NCAT Board of Directors and was Chairman from 2003 to 2007. He also served on the NAPA Research and Education Foundation from 2003 to 2007.

    We are pleased to report that Chuck will continue to be involved in the HMA Industry at the state level. Congratulations Chuck for a job well done! We look forward to your continued support and participation in the Association.



    Wolverine Tractor & Equipment Acquires Colwell Equipment Co.

    At the end of 2007 it was announced by a press release article that Wolverine Tractor & Equipment had acquired Colwell Equipment Company. Colwell is contributing experienced employees, new product lines and two branch locations. This acquisition completes the Volvo line of construction equipment for Wolverine.     The Fall issue of NCAT's newsletter is available on their website. This issue includes a report on the completion of the HMA Field Compactability Study, articles about Ray Brown retiring and the appointment of the new Director, Randy West.     The Warm-Mix Asphalt (WMA) Technical Working Group has launched a new website. The site was underwritten by the National Asphalt Pavement Association (NAPA).
