Roads Innovation Task Force Report Revised
The Roads Innovation Task Force Report, revised September 8, 2016, has been posted on the MDOT website. Click here to view.
The Questions and Comment section of the Report now contains a document, (pages. xxii - xxvii), which provides details regarding the 30 and 50-year pavement demonstration projects. Click here to view.
Two 30-year design projects (1 asphalt, 1 concrete) will be constructed in the Grand Region in 2017. Two 50-year design projects (1 asphalt, 1 concrete) will be constructed in the Bay Region in 2018. The document lists the specific project locations and provides details of the design standards, and other construction related changes, that will be incorporated in these demo projects.
The document also identifies "enhancements" for both pavement types which will be implemented on applicable 2017 projects.
The HMA enhancements are:
- Increased mat density to 92.5% - (included in the recent revision of the PWL special provision)
- Increased use of Material Transfer Devices - (special provision to be updated soon)
- Begin checking specific gravity in 2017 with implementation as a quality assurance check in 2018 - (included in the recent revision of the PWL special provision)
- Longitudinal Joint enhancement by piloting 4 enhancements per the recommendation of the HMA Construction subcommittee - (pilot project(s) currently being identified and committee drafting appropriate special provision.)
MDOT Publishes Updated PWL Special Provisions
MDOT has revised the PWL specification for use on all projects next season.
Major highlights of the changes include; changes to vibratory exclusion areas, aggregate bulk specific gravity testing, and changes to the specification limits.
These changes have been reviewed by the HMAOC Technical Committee. The changes to the specification limits are based on an analysis of the 2015 test results done by the Data Analysis Committee.
The new PWL specifications, 12SP501U (regular PWL) and 12SP501V (PWL for CPM), can be viewed by clicking on the spec.
These newly revised specifications are effective for projects beginning with the October 7th letting. Other Recent Special Provision Updates
The following 2012 FUSP has been added:
12SP-812X-01 PAYMENT OF TEMPORARY TRAFFIC CONTROL DEVICES - Use in all trunkline projects. This FUSP is optional for Local Agency projects.
Effective October 7 letting
The following 2012 FUSPs have been replaced:
12SP-208C-03 EROSION CONTROL, INLET PROTECTION, FABRIC DROP - Use in all projects containing the pay item Erosion Control, Inlet Protection, Fabric Drop.
12SP-811N-02 WITNESS, LOG AND LAYOUT OF PERMANENT PAVEMENT MARKINGS - Use in all projects that have the pay item Witness, Log, Layout, $1000.00.
These new and revised FUSPs will take effect for the December 2, 2016 letting.
MDOT's Randy Van Portfliet Announces Retirement
Randy Van Portfliet, MDOT's deputy chief engineer, bureau director of Field Services, and Superior Region engineer, recently announced his plans to retire at the end of this year.

Uniform Price Adjustments for Paint Substitution Posted
In the fall of each year field staff is to process a uniform price adjustment when regular dry or low temperature paint is substituted for waterborne paint due to seasonal limitations. The 2016 uniform price adjustment values for regular dry paint and low temperature waterborne paint have been negotiated between Construction Field Services and industry and have been posted in the MDOT Construction Manual in Division 8, Section 811, under the Measurement and Payment heading. Materials Quality Assurance Procedures Manual and Materials Source Guide Updated
The new version of the Materials Quality Assurance Procedures Manual (MQAP) and Materials Source Guide (MSG) have been approved through the Construction Manual Update (CMU) process. The revised versions of these documents were recently posted on the CFS webpage and can be viewed here. Subsection 12 of Section 105 of the MDOT Wiki Construction Manual contains a summary of changes or you can click here to view.

SOA 2016 -004 - Drum and 42" Channelizing Device Quality Compliance Process
A new FUSP 12SP-812X-01 Payment of Temporary Traffic Control Devices has been added to all projects starting with the Oct 7th 2016 letting. The FUSP changes the way damaged drums and 42" channelizing devices are paid for, as described in the standard specifications.
This advisory will highlight the changes and provide additional pictures and guidance.

Silica Rule Webinar Available
An on-demand version of NAPA's recent webinar discussing compliance with OSHA's new silica rule for the construction industry is now available. It can be downloaded from the NAPA store for free. Included in the hour-long recorded webinar is an insightful Q&A discussion. NAPA's interim guidance for complying with the new silica rule can also be accessed here. NAPA is working with members and other stakeholders to develop additional guidance on complying with the rule's specific compliance requirements, especially as they relate to roadway milling and brooming operations.

PaveXpress Version 3.0
New Linear Elastic Analysis and Costing Module

PaveXpress allows users to design new pavement structures as well as calculate asphalt overlay thickness for rehabilitation and maintenance projects. Version 3.0 allows users analyze pavement structures designed with PaveXpress or input manually to determine traffic repetitions to failure, based on mechanistic principles. This new layered elastic design module will assist with determining if pavements are over- or under-designed. In addition, a costing module has been added to PaveXpress 3.0, allowing users to estimate material costs for a given design. The free, web-based tool also features and improved user experience and design for smaller screens, such as smartphones.

Mills Continues Service on MSU CEE Advisory Board
Chuck Mills, APAM's Director of Engineering, has recently completed his term as Chairperson of the Michigan State University Department of Civil & Environmental Engineering (CEE) Professional Advisory Board. The 12-member Board is a volunteer group of business and engineering professionals which provides advice and guidance to the department with the goal of keeping the CEE programs and activities relevant to the profession. They also assist with lectures in the capstone senior design class with class components related to professionalism, ethics, management and similar topics.
Chuck will continue to serve on the Board. Congratulations Chuck and thank you for your service to the MSU CEE program.
