New MDOT Special Provisions Recently Published

The following 12SP has been updated:
 

12SP501(E) RECYCLED HOT MIX ASPHALT MIXTURE OF LOCAL AGENCY PROJECTS -

 

This Special Provision requires "bumping down" the low temperature grade for Marshall mixtures produced with RAP in Tier 2 (18-27% binder replacement).  This SP should begin being used with the January 10, 2014 letting.

 

In many areas of the state, this SP will require the use of -34 binders when producing in Tier 2. APAM has recently met with MDOT, CRAM and FHWA representatives to discuss our concerns regarding cost impacts and, under some circumstances, possible performance issues associated with this SP. Follow-up discussions are planned.

   

MDOT Issues New Bureau of Highway Instructional Memorandums

Disadvantaged Business Enterprise (DBE) Commercially Useful Function (CUF) Compliance

 

This instructional memorandum sets forth MDOT's compliance procedure to ensure compliance with 49 CFR Part 26.37(b). The procedures in this Instructional BOH IM are effective immediately and apply to all federally funded MDOT and local agency construction projects that include participation of a DBE certified company.

 

Bureau of Highway Instructional Memorandum 2013-13 - Materials Quality Assurance Procedures Manual

 

The CFS Division has made revisions to the Materials Quality Assurance Procedures Manual. The manual has been completely revised to clarify protocol, reflect the current state of practice, and reflect changes made for the 2012 Standard Specifications for Construction. View the manual here.

Unintended Consequences of Reflective Pavements

   

A recent report from the National Center of Excellence for SMART Innovations at Arizona State University (ASU) outlines multiple negative consequences of relying upon reflective pavements as a mitigation strategy for the urban heat island effect (UHI). UHI, the phenomenon of higher temperatures in urban areas compared to surrounding rural areas, is a growing concern in many areas and the use of reflective surfaces, including pavements, has gained popularity.

 

Despite perceived benefits, the ASU literature review finds growing evidence of substantial unintended consequences associated with widespread implementation of reflective pavements, including the potential for increased cooling loads in adjacent buildings; increased heating demands during cold weather; roadway snow and ice buildup during winter months; reduction in precipitation, runoff, and soil water content; and adverse human health impacts.


"Unfortunately, efforts to promote reflective pavements have moved more quickly than the scientific and engineering research. As this report indicates, reflective pavements may cool a pavement's surface but there can also be negative environmental and social impacts on the areas adjacent to the pavement," said NAPA Director of Sustainable Engineering Dr. Heather Dylla. "Heat concentration in urban areas is a multifaceted problem; it requires a solution that looks at more than just one mitigation strategy."

GHS HazCom Compliance Training Module 

 

As previously reported by NAPA, OSHA requires companies to train workers to understand materials in line with the Global Harmonization Sy stem (GHS) for Hazard Communications (HazCom) by Dec. 1. This includes the new GHS label elements (i.e., pictograms, hazard statements, precautionary statements, and signal words) and Safety Data Sheet (SDS) formats, which are being gradually rolled out. NAPA now offers an on-demand training module for ensuring workers are appropriately trained. The module includes a 45-minute video and supplementary materials; those who complete the module will receive a NAPA Certificate of Training. The November/December 2013 Issue of Asphalt Pavement takes a look at night paving and how a unique asphalt pavement helps protect city infrastructure while making Baltimore's streets safe for a Grand Prix race. Also the new NAPA publication QIP 128 offers guidance and suggestions for selecting tack-coat emulsions, selecting and maintaining associated equipment, and applying tack coats.

County Road Association of Michigan Names New Executive Director 

 

The Board of Directors of the County Road Association of Michigan (CRAM) has selected Denise Donohue, CAE and APR, as the new association executive director.


Donohue, an experienced association director and public relations veteran, replaces John Niemela who retired Oct. 31 after 17 years with the association. FACT #03 Cost Effectiveness

One of the most cost-effective ways to rehabilitate a worn-out concrete highway is to rubblize it, then overlay it with asphalt.

In Arkansas, 276 miles of concrete interstates were given new life in a rubblize-and-overlay program. Rubblization makes the base into an  interlocked matrix of pieces as the concrete breaks up.
