APAM's 55th Annual Asphalt Paving Conference Review

Over 268 people attended the 55th Annual Asphalt Paving Conference on March 15-16, 2011 at the Soaring Eagle Casino & Resort in Mt. Pleasant, Michigan. Save The Date

The 5th Annual APAM Scholarship Fund Golf Outing will be held on Wednesday, August 17, 2011 at the Bucks Run Golf Club in Mt. Pleasant, Michigan. This is a 4-person best ball scramble, shot gun start at 9:00 am.

APAM Board of Directors Vacancies Filled

Recently, a special board meeting was held to fill the officer and board vacancies created by the resignation of Secretary/Treasurer Dan Stover, Michigan Paving & Materials Co. Dan accepted another position with Oldcastle Materials in Connecticut. John Krispin, Barrett Paving Materials, Inc., was elected to the position of Secretary/Treasurer, a one-year term. Gregg Campbell, Michigan Paving & Materials Co. was elected to fill the Directors seat vacated by John Krispin. Also, as provided by the bylaws, President Kevin Gannon appointed Andy Maioho, Superior Asphalt, Inc. as a Director.

2011 APAM/MDOT HMA Pavement Bus Tour

The Michigan Department of Transportation (MDOT) and the Asphalt Pavement Association of Michigan (APAM) are planning the 2011 Asphalt Pavement Bus Tour. This one day tour of various trunkline and non-trunkline Hot Mix Asphalt (HMA) pavements is scheduled for July 13th, 2011.

Guidance for Trucking Wage Rate on Davis-Bacon Prevailing Wage Projects

Recently the industry construction associations met with MDOT, FHWA and US DOL to review federal Davis - Bacon wage rate requirements for truck drivers.

During recent ARRA compliance investigations, MDOT and the US DOL have responded to employee complaints regarding Truck Driver Davis-Bacon Act wage compliance and stressed to the construction industry that not all truck drivers are exempt from payment of prevailing wage.

The three key factors relevant to the payment of Davis-Bacon wage rates to truck drivers are: applicability (Trucking within the limits of the "site of work" vs. Material Supplier), "de minimis" and documentation.

Also, in order to ensure compliance, MDOT has suggested that prime contractors need to inform all subcontractors /material suppliers / brokers by including the wage rate standards and determinations in their subcontract documents.

Diamonds Sparkle in Michigan

APAM members were well represented among the companies that received 2010 Diamond Commendations. NAPA recognized the recipients at their 56th Annual Meeting in Orlando, FL on February 6-9, 2011. NAPA's Diamond Commendation programs give companies in the asphalt industry a blueprint for excellence. The self-assessment programs look at every aspect of the plant, its site, and its operations.

Rieth-Riley Construction Co.., Inc Announces Management Changes

Keith Rose became Chief Executive Officer and President of Rieth-Riley Construction Co., Inc., effective April 1st of this year. He replaces Ronald G. Pope who retired at the end of March and will continue as a member of the Board of Directors.

Rose joined the Rieth-Riley organization in 1999 as Vice President of Michigan Operations. Following several successful assignments, he began his most recent appointment as President, with primary responsibility for expanding the organization's current markets. Among Mr. Rose's achievements while managing the Michigan area were overseeing and merging three large acquisitions, and expansion of the company's presence in aggregate sites, docks and terminals.

NCAT Hosts "Best Practices for RAP Management" Webinar This free webinar will follow the sequence of handling and evaluating RAP materials, from reclaiming RAP to quality control practices during production of asphalt mixtures containing RAP. It will be held on April 26 at 11:00 a.m. Presenters are Randy West, NCAT Director, Ron Sines, V.P. of HMA operations for Oldcastle Materials Group and Gerry Huber, Assistant Director of research for Heritage Research Group.
