Michigan's First Porous Asphalt Road

The city of Ann Arbor is building Michigan's first Porous asphalt road. Sylvan Avenue (between Packard and White Street) has received a cutting-edge, environmentally friendly solution to ease its drainage issues. It's been repaved with porous asphalt, which allows rainwater to pass through the pavement into a stone reservoir, where it is filtered, cleaned and temporarily stored until it can be absorbed into the ground or gradually enter the storm sewer system.

The city of Ann Arbor will be holding a ribbon cutting ceremony on Friday, August 20th, at 10:00am.

Buck's Run

APAM's 4th Annual Scholarship Golf Outing - A Great Day!

The 4th Annual APAM Scholarship Fund Golf Outing was once again held at Bucks Run Golf Club in Mt. Pleasant, Michigan. We had a great day, the weather cooperated and 60 golfers enjoyed one of Michigan's most beautiful golf courses. First place went to the Loney/Klett/Buchanan/Garland Team with a 58 and the second place team was Barrett Paving Materials Verklan/Reed/Pollice/Krispin with a 60. Congratulations to both teams!

Also awarded were prizes for Longest Drive Hole 13: Chad Crandell (Meeker Equipment) Longest Drive Hole 18: Sheri Strpko (Rieth-Riley) and Closest to the Pin: Frank Wilson (Interstate Asphalt). Skins winners were Rieth-Riley (Loney Team), APAM (Wilson Team), Barrett Paving (Verklan Team) won 2 holes and Eastern Oil/ Eastern Michigan Kentworth Team. All teams donated their winning back to the Scholarship Fund. 50/50 winner: Tom Ray (Acrisure). With the proceeds from the outing, 50/50 drawing, silent auction and mulligan's, approximately $6,000.00 was raised. Thanks to all for your generous support! CA 2010-09 Reporting Correct Weight for Drainage Structure Covers B and Q
the weights for Type B and Type Q covers are incorrect as shown on page 210 of the 2003 Standard Specification for Construction, 403.04.D, Table 403-1. The correct weights are 315 and 318 lbs, respectively. This change is included in the Errata to the 2003 standard specifications contained in all proposals.

SOA 2010-02 Construction Congestion Cost (CO3) Software
CO3 is a tool, used by all MDOT staff, to help ensure that safety and mobility of our customers is planned from project inception through delivery.

In order to minimize additional worker exposure and mobility impacts, these criteria are to be enforced on projects let during and after the September 2010 letting.

APAM /MDOT Bus Tour

Thirty-nine people attended the first annual APAM/MDOT Bus Tour on Wednesday, June 23rd. The bus tour participants included representatives from all 7 MDOT regions, FHWA, Asphalt contractors and APAM staff. The day started off with a short meeting at the APAM office before heading out around the University region. We discussed longitudinal joint construction, material transfer devices, asphalt stabilized crack relief layers (ASCRL), recycled asphalt pavement, PWL, Rubblization and perpetual pavements. The focus areas of this inaugural bus tour included: Speed of construction, the majority of the projects reviewed were paved at night; ASCRL overlays of concrete pavements; Rubblized concrete pavements with HMA overlay; Perpetual pavements; and Gap-graded Superpave overlays. A total of 18 projects were reviewed on the bus tour. The highlight of the tour was a plant tour at Michigan Paving and Materials Spartan Asphalt plant. We look forward to working with MDOT to make this an annual event.

NAPA has announced the Diamond Paving Commendation, the latest in the Diamond series of commendations for companies in the asphalt pavement industry. Like the Diamond Achievement Commendation (for plant practices) and the Diamond Quality Commendation (for quality in material production), the Diamond Paving is a self-assessment that is meant to provide a blueprint for excellence. This latest commendation recognizes paving companies and divisions that demonstrate best practices resulting in excellent product quality and ensuring safety.

Applications for the commendation are completed online. Discount! Applicants who complete their nominations by September 1 will pay just $350, a savings of $50 off the application fee. Kevin Gannon Testifies Before Congress

Kevin Gannon, vice president of Appleton, Wis.-based Northeast Asphalt, Inc., told members of the House Transportation and Infrastructure (T&I) Committee the transportation investments of the American Recovery and Reinvestment Act (ARRA) allowed his company to save most of their workforce in 2009 and 2010. Gannon noted told the Committee his firm is working on 66 recovery act projects in Wisconsin (as either a prime contractor or a subcontractor) and seven projects in Michigan.

Gannon, a director on the ARTBA board, cautioned that while the ARRA was currently supporting transportation work and jobs in 2010, its impacts will phase down quickly when those funds are no longer available in 2011. "Frankly, the uncertain outlook about the reauthorization of the federal highway and public transportation programs is making a challenging situation worse," Gannon said.

House Approves Transportation Spending Bill

The House of Representatives has passed the bill H.R. 5850, the fiscal year 2011 Transportation-Housing appropriations bill, by a vote of 251-167. The bill provides a $4 billion increase in Federal highway funds for the next fiscal year. The House defeated several amendments that would have cut spending in the bill. An amendment supported by NAPA and offered by Rep. Peter DeFazio (D-Ore.) that would require Congress to first authorize a livable communities program before any highway funds in the bill could be transferred to that program from the Highway Trust Fund was unanimously approved by voice vote.

Last week the Senate Appropriations Committee approved their bill on July 22, 2010. Both versions of the bill are relatively straight forward since the most recent long-term authorization bill, SAFETEA-LU expired on September 30, 2009. Further action on the legislation is not expected until after the August recess.
