Annual APAM Scholarship Fund Golf Outing
Bucks Run GC
The Annual Scholarship Fund Golf Outing was held on Wednesday, August 12, 2015 at Bucks Run Golf Course in Mt. Pleasant, Michigan. It was a beautiful day and we raised approximately $9,200.00 for the Scholarship Fund!
 
96 Golfers participated in the outing and many conversations were had with industry friends and associates.

1st place was the Ace-Saginaw Team of Tom Blair, Gary Peterson, Marc Beyer and their ringer Owen Beyer.
 
2nd Place went to the Rieth-Riley Team of Chad Loney, Josh Buchanan, Dale Klett and Len Evans. Congratulations to both teams.
 
Prizes were also awarded for Longest Drive: Lindsey Meyer (Mersino) played on the Rieth-Riley (Bushong Team) Longest Putt: Pat Jesse, (AIS Team) and Closet to the Pin: Josh Buchanan (MI CAT) play on the Rieth-Riley (Loney Team).
 
We had one skins team this year Ace-Saginaw Team took home $420.00.  50/50 Winner took home $340.00!

MDOT Appoints Mark Van Port Fleet New Deputy Director/COO
 
With more than 35 years of experience with the Michigan Department of Transportation (MDOT), Mark Van Port Fleet has been appointed as the new deputy director and chief operations officer (COO). He is succeeding Gregory C. Johnson, who will become the state highway administrator for the Maryland Department of Transportation in September. Van Port Fleet, 57, will quickly transition into his new position on Aug. 17 after serving six years as the deputy chief engineer/director of the Bureau of Development and previously as the engineer of Design. Van Port Fleet is a 1975 graduate of Wyoming Park High School and holds a Bachelor of Science in civil engineering from Michigan State University (MSU). He began his career as a student engineer in 1979 and is a licensed professional engineer in both Michigan and Florida.

MDOT Issues / Updates Special Provisions 
 
MDOT has posted a large number of Special Provisions on their website for use beginning with the October 2, 2015 letting.
 
The following 2012 FUSP's have been replaced:
 
12SP-500A-03 MATERIALS AND WORKMANSHIP PAVEMENT WARRANTY - Use in all projects calling for a materials and workmanship warranty.
 
The only change made is on pg. 5 regarding Forensic Investigations as follows (click here)
 
12SP-501V-04 SUPERPAVE HOT MIX ASPHALT PERCENT WITHIN LIMITS FOR CAPITAL PREVENTIVE MAINTENANCE MILL & RESURFACE PROJECTS AND CAPITAL PREVENTIVE MAINTENANCE ONE COURSE OVERLAY PROJECTS - Use in all cold mill and one course HMA overlays and one course HMA overlay resurfacing projects in the CPM program. Do not use in Local Agency projects.
 
The only change is on page 12. MDOT removed the statement "9. Lot Removal. Completed Lots will not be subjected to removal." MDOT had previously (in 2014) made the change to allow removal of lots but had unintentionally not deleted this sentence from the 12-08-14 version of the SP as intended.

The following 2012 SPs have been added:
 
12SP-501FF-01  LOW-TRACKING BOND COAT PERMISSIVE USE -
Use in all trunkline HMA projects. Use on Local Agency projects when requested by the Local Agency.
The HMA Technical Committee has been evaluating the performance of non-tracking bond coat used on several pilot projects over the last few years. This SP has been issued as a result of this effort.

New MDOT Mobile Friendly Website Available
 
A mobile friendly website has been created to make accessing the MDOT Manuals and Guides website a more pleasant experience from a mobile device. The website address is  http://www.michigan.gov/econstruction. Please note that the web address for the mobile friendly site is different than the address for the desktop version.  
 
MDOT Issues Construction Advisories
 
CA 2015-14 Documenting Price Negotiations and Impacts to Contract Time on Contract Modifications (Supersedes CA 2010-16)
 
Supporting documentation for negotiated costs and time impacts to the project schedule must be retained in the project files.
 
     
  
  
  
 Asphalt Pavement Alliance News
 
The Asphalt Pavement Alliance has announced the appointment of Amy Miller, P.E., as its new National Director. Miller, a professional engineer and general contractor licensed in Florida, has an extensive background in pavement design and pavement type selection issues.
 
As National Director of the APA, she will be responsible for coordinating and leading education and field deployment efforts for the asphalt pavement industry, working in close cooperation with the Asphalt Institute, NAPA, and the 40 SAPAs. Miller earned her bachelor's in environmental engineering and a master of business administration from the University of Florida. She is a past president of the Florida Structural Engineers Association, and has experience working as a consulting engineer, for a building materials supplier, and with a construction materials trade association.

On July 20, OSHA published its inspection procedures for the 2012 GHS Hazard Communication (HazCom) Standard. The guidance directs OSHA compliance officers in enforcing the new hazard communications standard. Knowing what regulators are looking closely at can help companies assess their HazCom programs to ensure they are compliant. In the last six months, NAPA has provided industry with detailed recommendations on complying with the new GHS HazCom requirements; the last compliance deadline was June 1. OSHA's compliance guidance is an indication that the agency plans to devote special attention to enforcement of the new GHS HazCom standard.
