The following 2012 FUSPs have been updated:

 

12SP-501C-03 PRICE ADJUSTMENT ON PERFORMANCE GRADE ASPHALT BINDERS

 

This revision changes the process for assessing penalties on asphalt binder. Penalties will be assessed based on a single binder test result.  Under the previous SP, penalties were assessed when two or more samples were out of specification. There are other changes included in this revision:

  1. Language was added to allow substitution of a "better grade" of binder as follows, "The Contractor may substitute an asphalt binder grade that is higher on the high temperature end and/or lower on the low temperature end."
  2. A dispute resolution testing process was added for all binders.
  3. Added language that requires MDOT take witness samples.
  4. Added language for requirements of polymer modified performance grade binder.

This revised special provision takes effect for the September 4th 2015 letting.


 

  

12SP-501(Y) ACCEPTANCE OF LONGITUDINAL JOINT DENSITY IN HOT MIX ASPHALT PAVEMENTS.


The use statement for this special provision has been revised.  "Use in all trunkline HMA projects, except shared use paths. For Capital Preventive Maintenance (CPM) projects on composite pavements with existing longitudinal joint distress consult the HMA Operations Unit at Construction Field Services."  The use statement was revised to allow MDOT to review projects on composite pavements and possibly delete the special provision.   This revised special provision use statement takes effect for the September 4th 2015 letting.


 

12SP-904(A) POLYMER MODIFIED PERFORMANCE GRADE BINDER


 

This special provision has been deleted.  The requirements for polymer modified performance grade binder were added into 12SP-501C-03 (discussed above).  The removal of this special provision also takes effect for the September 4th

2015 letting.


  

2012 Standard Specifications for Construction
 
MDOT has recently announced of the availability of the 2012 Standard Specifications for Construction in an information only PDF version that includes incorporation of errata noted to date.
 
This PDF informational errata document is available as a link on the 2012 Standard Specifications for Construction web page.
 
 

The new PDF informational errata version will be updated each time a new Supplemental Specification for errata is placed on the web.

 

 
MDOT Issues Construction Advisories
 
CA 2015-12 Expiration Date for MDOT Hot Mix Asphalt (Bituminous) Paving and Michigan Hot Mix Asphalt (Bituminous) Paving Operations Certifications
 
This construction advisory is to provide guidance of a five year expiration date that is being added to the Michigan Department of Transportation (MDOT) Hot Mix Asphalt (HMA) (Bituminous) Paving and Michigan Hot Mix Asphalt (Bituminous) Paving Operations certifications.
 
CA 2015-13  Warranty Administration - Documentation and Notifications
 
This construction advisory is to remind construction staff of warranty inspection, documentation, and contractor notification requirements.

PaveXpress Now Offers Asphalt Overlay Designs, 
Webinars Scheduled
 

PaveXpress, the free, web-based pavement design tool, has been upgraded to version 2.0 with a new module for asphalt overlay designs. The majority of road projects managed by public works and road agencies today involve pavement maintenance and preservation; the new module makes it easy to design asphalt overlays that preserve a pavement's structure while improving smoothness, safety, and drivability.

The new overlay module uses 1993 AASHTO Guide Chapter 5 pavement evaluation guidelines to evaluate the existing pavement structure prior to placing an overlay with different decision pathways for condition surveys and non-destructive testing.

To introduce PaveXpress and the overlay module to users, a webinar highlighting the tool's capabilities will be hosted by the Asphalt Pavement Alliance on three separate days: July 29, August 6, and September 8, at 2:00 p.m. Eastern Time.

An hour of PDH credit is available to attendees upon successful completion of the course.

New NCAT Report Published on Pavement-Vehicle Interaction


 Recently, there has been increased interest in how rolling resistance affects vehicle fuel economy and especially how fuel economy is influenced by pavement type.

 

A literature review by the National Center for Asphalt Technology (NCAT) outlines the current state of knowledge surrounding pavement-vehicle interactions, as well as current limitations based on the available studies.

The following discussion is from the APA fact sheet "How Pavement Influences Vehicle Fuel Economy".

 

"Numerous field and modeling efforts have been undertaken to understand the effect of pavement stiffness on fuel economy. Some theorists suggest that when tires and pavements interact, the pavement compresses causing the tire to continually drive "uphill."Despite efforts, research has provided conflicting results as to the importance of pavement stiffness of fuel economy. 
 
Some studies based on modeling and measured results have shown there is no practical difference,8,9,10,11 while others have shown the differences could range from small to significant.12,13,14 An honest evaluation of current knowledge shows that researchers and engineers are still struggling to quantify the true impact of pavement stiffness on fuel economy.

 

What science has consistently shown is that pavement smoothness always has an impact of vehicle fuel consumption. The smoother the road, the less fuel the vehicle consumes.15, 16, 17 Smoothness influences the fuel consumption."

FHWA organizes Expert Task Groups (ETG) to coordinate, develop, and improve national guidance and recommendations for the improvement of pavements. NAPA is now hosting materials from the Asphalt Mix ETG and Asphalt Binder ETG's biannual meetings on its website.

W. Jeff McNeely
April 16, 1968 - June 13, 2015 
 
It is with heavy hearts that we announce the passing of W. Jeff McNeely, 47, of Millbury, Ohio, formally of Enon, Ohio. Jeff passed away on Saturday, June 13, 2015 at William Beaumont Hospital, Royal Oak, Michigan. He was born on April 16, 1968 in Springfield, OH.
 
Jeff graduated from Greenon High School class of 1986 and attended Wright State University. He was a valued employee of Ajax Paving Industries, Inc. for over 10 years as a Pavement Quality Manager. He also enjoyed all kinds of outdoor activities.
 
Jeff is survived by the pride and joy of his life, his daughter, Elizabeth McNeely, of Michigan, mother Ellie McNeely, brother, William Jay McNeely, both of Enon, Ohio, grandmother, Ruth Berry, of Mansfield, Ohio, many aunts, uncles, cousins and friends. He was preceded in death by his father William J. McNeely, adopted mother Patricia Lee Berry McNeely, and his maternal and paternal grandparents.
 
Please join us in remembrance of our friend and co-worker. A memorial will be held in Jeff's honor at:
