Voting YES on Proposal 1 on May 5 is our last best chance to turn things around and get safer roads. It provides the money we need to make driving safer for everyone. We urge all of our members and their employees to educate their families, friends and neighbors about the importance of the May 5th ballot proposal.

Proposal 1 Funding Michigans Roads video: The following video should   also be shared. The purpose of the video is to inform/educate on Proposal 1.  It does not advocate a Yes vote for those who cannot do so:

No one likes their taxes to go up, but we can all agree that we don't want our bridges to fall down or our streets and highways to become unusable. Vote Yes on Proposal 1 on May 5 to once and for all guarantee funding for safer roads.

Are You Registered To Vote Absentee? 

If you know you will be physically unable to make it to the polls on May 5, 2015, have you and your employees made arrangements to vote absentee? If you choose to vote absentee, your absent voter ballot application MUST be turned in by Saturday, May 2, 2015, if not sooner.

Local Agency Acceptance Specification Update

 
MDOT has delayed the implementation of new Local Agency Acceptance special provision.

 

(ACCEPTANCE OF HOT MIX ASPHALT MIXTURE ON LOCAL AGENCY PROJECTS 

 12SP-501J-03)
 

12SP-501J-03 was pulled from many projects in the April 3rd letting, and replaced with the two Special provisions as shown in Addendum "C".  Click to view

 

Current information from the updated 12SP-501J-03 use statement is as follows:

"Use on Local Agency HMA projects on the NHS except Wayne County, Oakland County, or when a unique FHWA approved special provision on this topic from the Local Agency is included in the project proposal. For Local Agency projects with HMA that is not on the NHS contact the LAP Project Manager for the appropriate special provisions to place into the project."

 

It is our understanding that MDOT will continue to use 12SP-501J-03 as stated above until further notice.

New Special Provision for Ride Quality Incentive Released
 
MDOT has begun using the SP 12RC501-A435 on selected projects
 
This Special Provision will be placed on all projects that include the 12SP501K, Special Provision for Ride Quality (MRI Acceptance Criteria) and have areas designated as Class I ride or Class II ride having design speeds of 50 mph or greater.  The maximum incentive available per the specification is $0.50/syd at an MRI value of 25 or lower. 
The incentive starts at an MRI value of 45.

CA 2015-03 Administration of Local Agency Hot Mix Asphalt Acceptance Testing
Reviews mixture sampling/testing requirements and density requirements. 
 
CA 2015-04 Form 1979
Effective immediately Form 1979, MDOT Authorized Signature Form, is no longer required to be processed as required in Bureau of Highway Instructional Memorandum 2012-03.
 
CA 2015-05 MDOT/FHWA Interaction at Completion of a Construction Project
The Michigan Department of Transportation (MDOT) and the Federal Highway Administration (FHWA) have partnered to simply field procedures.
 
CA 2015-06 Final Estimate Review Procedures
The purpose of this construction advisory is to clarify the number of pay items reviewed during a final estimate review.
 
CA 2015-07 Form 2124A and Final Progress Pay Estimates  
Reviews to procedures for the final 2124A submittal. 
 
CA 2015-08 Beneficial Re-Use of Materials
Reviews the intent of the Special Provision for Industrial By-Products and Beneficial Re-Use (12SP-900A-01)
 
CA 2015-09 Traffic Safety Provision - Holiday Periods
This construction advisory is directed to the need for coordinating highway construction and maintenance activity so that all construction projects are in satisfactory condition for traffic safety during the Memorial Day, Independence Day, and Labor Day holiday periods.

It is with great sadness that we inform that on February 19, 2015 in Ocala, Florida  Ervin G. "Butch" Benish, retired Vice President of Payne & Dolan, Inc. passed away.   

 

Butch worked for the Payne & Dolan, Inc. for over 40 years.  He was very active in the association in past years, having served as a member of the Executive Committee and an Officer of the Michigan Asphalt Paving Association.

 

He was a great mentor, friend and colleague to those he knew throughout the road building industry.

June 1 Deadline for Safety Data Sheets and OSHA's HazCom Requirements
   
In just two months asphalt pavement producers must be in compliance with OSHA's new hazard communication (HazCom) requirements for Safety Data Sheets (SDS) or face possible fines and penalties.
 
In March 2012, OSHA published its Final Rule for hazard communications (HazCom) in line with the Globally Harmonized System of Classification and Labeling of Chemicals (GHS). For companies that produce asphalt pavement mix, there are two main compliance obligations:
 
1. Train employees on the new labeling system by December 1, 2013, and
2.  Update each company's manufactured product's Safety Data Sheet (SDS), formerly referred to as MSDS, by June 1, 2015.

The GHS-compliant SDS may be required for asphalt pavement mix.  In addition, NAPA recommends that asphalt plants that store, use, or sell RAP develop a separate SDS for this product.

IRI Explorer Eases Analysis of Pavement Smoothness
 
New Web-Based Tool Uses FHWA Pavement Smoothness Data to Compare Maintenance Options, Life-Cycle Assessment Impacts; Introductory Webinar Set for April 29.
 
Smoother pavements are associated with improved fuel economy, reduced wear-and-tear on vehicles, greater driver comfort and satisfaction, and longer pavement life. With the new web-based tool IRI Explorer, road owners, pavement designers, academics, and other users can draw upon extensive pavement smoothness data to examine how different pavement treatments act over time in different environments.
 
Working with 20 years' worth of data from the Federal Highway Administration's Long-Term Pavement Performance (LTPP) database of projects, IRI Explorer - www.iriexplorer.com - makes it easy to study different pavement sections, their history, and the International Roughness Index (IRI) data recorded for each pavement. Pavement sections can be compared based upon materials used, maintenance applied, climate or region, and other factors.
 

IRI Explorer also includes an Emissions Estimator life-cycle assessment tool that helps project potential greenhouse-gas emissions for a roadway during construction and maintenance, as well as the emissions associated with use. Annualized emissions data can be used to directly compare pavements with different life cycles and maintenance strategies. Beyond the LTPP data, agencies and road owners can have IRI data for their road networks added to the tool. This data can be made public or access can be restricted to chosen users.

 

To introduce IRI Explorer to users, a webinar highlighting the tool's capabilities will be hosted by the Asphalt Pavement Alliance on Apr. 29, 2015, at 3:00 p.m. Eastern Time. To register for the webinar, visit www.AsphaltPavement.org/webinar.

 

IRI Explorer was developed by Life Cycle Solutions (LCS), based in Houghton, Mich. which provides data analysis and modeling services for sustainable management of civil infrastructure systems. The IRI Explorer was created with funding from the National Asphalt Pavement Association and the State Asphalt Pavement Associations.
