APAM Partners with MDOT on Quality Enhancements

  

As a result of ongoing discussions between APAM and MDOT regarding quality improvement, the Hot Mix Asphalt Operations Committee (HMAOC) has taken action aimed at improving the durability of asphalt pavements.

 

MDOT has recently changed the regression requirements on E10, E30, & E50 mixes.  The changes were made to the PWL specification, and require E10, E30, & E50 mixes used as top and leveling courses to be regressed to 3% air voids. The goal is to increase the asphalt content of theses mixes.

 

Therefore, the following 2012 FUSPs have been updated and will be in all future contracts: 

 

Superpave Hot Mix Asphalt Percent Within Limits, dated 9-24-14.

   
12SP-501V-02
Superpave Hot Mix Asphalt Percent Within Limits for Capital Preventive Maintenance Mill & Resurface Projects and Capital Preventive Maintenance One Course Overlay Projects, dated 9-24-14.


For the above SP's, the only change is to the footnote of Table 3, shown here
 

Future quality improvements that are scheduled to be implemented by January 2015 are:    

 

1. Only allow fine graded mixes on top course.

 

2. Reinstitute an incentive program for Ride Quality.

 

 

 

MDOT Issues Updated and New Special provisions

 

The following 2012 FUSPs have been added:

 

12SP-104E-01 Construction Document Management - (Use in all trunkline projects. Do not use on Local Agency Projects).

 

12SP-900A-01 Industrial By-Products And Beneficial Re-Use - (Use in all projects).

Bureau of Highway Instructional Memorandum 2014-09 

External Civil Rights Requirements, Equal Employment Opportunity (EEO),
Title VI, On-The-Job Training (OJT), and Disadvantaged Business Enterprise
(DBE) for Federal Aid Construction Projects.

 

This instructional memorandum sets forth changes and clarifications to the Michigan Department of Transportation's (MDOT's) external civil rights processes. The procedures in this BOHIM are effective immediately unless noted otherwise in other MDOT documentation and apply to all MDOT construction projects (MDOT and local agency) involving federal and/or state funding.

New Video Highlights Asphalt's Advantages

   

In the dynamic, minute-and-a-half video Road Age, the Asphalt Pavement Alliance captures the fundamental importance of providing smooth, well-maintained roads for drivers. The video shows the impacts poorly maintained roads have on the driving public. Viewers take away the message that as roads age, they require periodic maintenance to ensure a consistently high level of performance and drivability, and that asphalt is easy to maintain in a cost-effective way that minimizes disruption for the travelling public.

 

OSHA Announces New Severe Injury Reporting Requirements   


In September, OSHA released its final rule on reporting requirements for serious injuries and fatalities. The rule, effective Jan. 1, 2015, requires employers under federal OSHA jurisdiction (including asphalt plants and road construction operations) to report all job-related fatalities within eight hours and any job-related hospitalizations, amputations, or the loss of an eye within 24 hours. Under current rules, three or more employees must be hospitalized before the reporting requirement is triggered. OSHA defines "in-patient hospitalization" as "a formal admission to the in-patient service of a hospital or clinic for care or treatment, [excluding] hospitalization that involves only observation or diagnostic testing" (Section 1904.39(b) of the rule). PaveXpress Eases Pavement Design

Designing the right pavement for the job got easier thanks to PaveXpress, a free Web-based pavement design scoping tool for roadway and parking lot pavements. PaveXpress- www.pavexpressdesign.com - creates technically sound pavement structural designs for flexible and rigid pavements based on widely accepted industry standards from the American Association of State Highway Transportation Officials (AASHTO).

 

PaveXpress is designed for use by local agencies, engineers, architects, consultants, and engineering students who need a reliable way to quickly determine the necessary pavement thickness for a given section of roadway or project. The software only asks users for inputs required to create technically sound pavement designs, and it suggests industry-accepted defaults where appropriate.

 

The simplified pavement design tool is based upon design equations from the 1993
AASHTO Guide for the Design of Pavement Structures and the 1998 Supplement to the AASHTO Guide for the Design of Pavement Structures. For parking lots, two approaches are used. For heavy-duty sections expected to handle truck and bus traffic, AASHTO design equations are employed; for light-duty sections, such as parking stalls, the tool provides access to state-specific flexible pavement designs based upon industry-accepted standards and guidance.

PaveXpress was developed by Pavia Systems, a leader in the development of software and technology for the transportation infrastructure sector, with funding from the National Asphalt Pavement Association and the State Asphalt Pavement Associations. Planned future updates to PaveXpress will add modules for the design of overlays, as well as tools for mechanistic-empirical pavement designs.
