Scholarship Fund Golf Outing A Big Success!

The 8th annual Scholarship Fund Golf Outing was held on Wednesday, August 13, 2014 at Bucks Run Golf Club in Mt. Pleasant, Michigan. This year another $7,500.00 was raised!  That brings our total to date for funds raised to $70,938.00.  That is an AWESOME Amount!!

78 golfers participated in the outing and it was a great day for golf!  There were many great conversations amongst industry friends and associates.

This year's winning team, with a 57, was sponsored by AIS Construction Equipment; Pat Kane, Pat Jesse, Shane Kelly and Shawn Omara.
 
(AIS graciously donated their winnings for 1st place, skins and the longest drive prizes back to the fund.)  Thank you!

APAM Scholarship Applications Due-October 6, 2014

  

Scholarship Applications can be found on the APAM website under the "Education & Training tab on the home page, left hand side.   

 

The Scholarship program currently provides funding for undergraduate or graduate students who are U.S. citizens and enrolled full-time at an accredited four-year college or university or two-year technical institution in Michigan and are interested in pursuing a career in the HMA Paving Industry.

 

Scholarships will be awarded at the Awards Banquet on December 11, 2014 at the Kellogg Center in East Lansing.

MDOT News 
MDOT Issues Updated and New Special Provisions
 
The following 2012 SPs have been updated:
 
12SP-501G-04 RECYCLED HOT MIX ASPHALT AND RECYCLED ASPHALT SHINGLES IN SUPERPAVE MIXTURES   

 

The only change from the current version is the addition of a reference to the HMA Production Manual for Tier 2 mixes (top of page 3): "When incorporating RAS the asphalt binder grade will be selected using a blending chart for high and low temperatures. The Contractor must supply the bending chart used in determining the binder selection according to AASHTO M 323 and the HMA Production Manual
 

New requirements have been added to HMA Production Manual which will be published soon.

 

12SP-501K-03 PAVEMENT RIDE QUALITY (MRI ACCEPTANCE CRITERIA)  

 

Two minor changes were made to the ride quality specification: 

 

The form that specifies the limits and class for ride quality was previously referred to as a Notice to Bidders.  It will now be known as a template Special Provision.
 
The pay item "Bump Grinding" was removed from the Ride Quality FUSP and will be placed into its own special provision. "Bump Grinding" will be called out for and paid for the same way as previously done. It will be under a different special provision to be published soon.
 

12SP-501L-03 TEMPORARY HOT MIX ASPHALT PAVEMENT QUALITY AND COMPLIANCE  

 

The only change is language was added to clarify that the temporary HMA pavement pay item does not include removal of temporary HMA.  Under measurement and payment, the following sentence was added "HMA, Temp Pavt (mix type) does not include removal of temporary pavement."
 

12SP-501DD-01 RECYCLED TIRE RUBBER MODIFIED HOT MIX ASPHALT MIXTURES PERMISSIVE USE  

 

This new SP allows the use of recycled tire rubber terminal blend in mixes designed using Superpave mix design methods.  

 

No deviations to acceptance test methods/procedures will be allowed.

 

RAP percentage will not exceed Tier 1. RAS will not be allowed.

 

 

Several new 2012SP's have been added which replace previously used Notice to Bidders.  Click here to view

 

 

All of these updated and new special provisions should begin being used with the October 3, 2014 bid letting.

The Michigan Department of Transportation (MDOT) has updated the construction project subcontracting process for current specifications and references. The subcontracting process is effective on all state and federally funded construction projects.

Michigan Tech Professor on Sabbatical at NAPA

Mukherjee
Dr. Amlan Mukherjee is spending his sabbatical year, August 2014 to July 2015, consulting for NAPA to develop an Environmental Product Declaration (EPD) for asphalt mixes. He is an associate professor at Michigan Technological University and the founder of Life Cycle Solutions, LLC. His research, teaching, and entrepreneurial efforts focus on integrating life-cycle thinking into the design, construction and maintenance of civil infrastructure systems. He serves on the Federal Highway Administration's Sustainable Pavements Technological Working Group. He is also a specialty editor for the American Society of Civil Engineers' (ASCE) Journal of Construction Engineering & Management and is currently serving on ASCE's Digital Project Delivery Committee. He received his PhD from the University of Washington, Seattle.


Trucking HOS Requirement Exemptions Possible

 

Recently, an  asphalt paving contractor was fined almost $1 million for incidents stemming from accusations of mishandling Federal Motor Carrier Safety Administration (FMCSA) hours of service (HOS) requirements.

 

As previously reported by NAPA, FMCSA last year revised its 30-minute rest break requirements for short-haul truckers. Under the revised guidelines, if a qualified short-haul driver (e.g., traveling less than a 100 air-mile radius from their reporting location) is unable to complete their duty day within 12 hours of its start, and they have already missed the 30-minute rest break, then the agency advises that "the driver should not (emphasis added) be considered to be in violation of the break rule. The driver should annotate the RODS [record-of-duty status] to indicate why the required rest break was not taken earlier, and should take the break at the earliest safe opportunity." The recent $1 million OSHA fine was levied for inaction associated with the mandatory 10-hour off-duty requirement.

Although FMCSA's regulations clearly identify HOS requirements, a formal process for relief does exist. Individual companies have successfully petitioned FMCSA for an exemption from both the 30-minute rest break and the 10-hour off-duty requirement. Greg Hooyman, Compliance Coordinator with Payne and Dolan, explains, "Our company recently went through the process of requesting a specific exemption from FMCSA's required 30-minute rest break. We provided detailed information of our company's robust safety program and think we have made the case to be allowed to forego the 30-minute break. We are now waiting on FMCSA's ruling." For further information or assistance in filing an exemption with FMCSA, NAPA members may contact NAPA Vice President of Environment, Health & Safety Dr. Howard Marks.

NCAT Publishes Flexible Pavement Design State of the Practice Report

 

The National Center for Asphalt Technology (NCAT) has published a new report entitled Flexible Pavement Design - State of the Practice (NCAT Report 14-04). The goal of this report is a summary for practicing engineers that describes, compares, and contrasts the primary pavement design procedures and summarizes approaches used across the US for asphalt pavement design. The report covers the following design methods: AASHTO Empirical Pavement Design, Mechanistic-Empirical Pavement Design, Perpetual Pavement Design and more.

TRB Releases Thinlay Synthesis

 

 

The Transportation Research Board's National Cooperative Highway Research Program has released NCHRPSynthesis 464: Thin Asphalt Concrete Overlays, which documents practice and research efforts on the use of thin asphalt overlays for pavement maintenance, rehabilitation, and preservation.
